The German state of Baden-Württemberg is using “new controlling instruments” (NSI) to integrate elements from the private sector into its administration and will gradually phase in decentralized budgetary responsibility. The project is based on SAP applications for controlling, finances and materials management and the sector-specific SAP component for funds management which forms part of SAP for Public Sector.
